Climate Pact

With the Climate Pact 2.0, the municipality of Mamer commits itself:
The Climate Pact is an agreement that the municipality of Mamer entered into with the Grand Duchy of Luxembourg and the Klima-Agence economic interest group, and it has been actively participating in it ever since. The agreement, signed on July 5, 2021, by the municipality of Mamer, is set to expire on December 31, 2030.
The purpose of the Agreement is to continue and strengthen the municipality’s commitment, which was already initiated by Climate Pact 1.0, by strengthening the objectives and expanding the range of measures, particularly in the areas of reducing greenhouse gas emissions, energy efficiency, and the promotion of renewable energy. The municipality of Mamer is thus contributing to national efforts to combat climate change and to the implementation of the Integrated National Energy and Climate Plan.
The new axes of the climate pact 2.0:
Based on the experience gathered and taking into account the objectives of the Integrated National Energy and Climate Plan (PNEC), three areas of development have been identified and determined:
- Quantification using centralised indicators
- Improving the working environment for local authorities
- Greater involvement of citizens, businesses and other local players.
The Climate Pact is led by the Ministry of the Environment, Climate, and Sustainable Development, which has designated Klima-Agence—the center of expertise in energy and climate—to manage the project and provide technical assistance. Klima-Agence therefore serves as the primary point of contact and will handle the majority of the procedures.
Assessment scheme:
Four levels of certification are now possible: 40%, 50%, 65%* and 75%.
Thematic certifications, such as circular economy, adaptation to climate change and air quality, enable local authorities to specialise and obtain additional subsidies.
The first Audit for the municipality of Mamer took place in early 2023.
The climate team:
The climate team is led by a climate advisor and meets at regular intervals. Mamer’s climate team, responsible for cross-departmental discussions on energy, climate, and environmental issues, is composed of political representatives, committee members, a representative from the Department of Environment, Energy, and Mobility, representatives from local businesses, and citizens.

Measures:
Through a catalog of 64 measures, municipalities are effectively guided toward sustainable policies in the areas of energy, climate change mitigation, and mobility. The measures in the European Energy Award (eea) catalog are set to evolve. On the one hand, adjustments were necessary following the evaluation of the first phase. On the other hand, additional topics such as governance, the circular economy, and adaptation to climate change have been incorporated into the catalog.
