With the Climate Pact 2.0, the municipality of Mamer commits itself:

The Climate Pact is a contract that the municipality of Mamer signed with the State of the Grand Duchy of Luxembourg and the economic interest grouping Klima-Agence, in which it has been actively participating ever since. The contract, signed on July the 5th 2021 by the municipality of Mamer, has a duration ending on December the 31st 2030.

The aim of the contract is to continue and strengthen the municipality’s commitment, which has already been initiated by the Climate Pact 1.0, by reinforcing the objectives and extending the catalogue of measures, particularly in terms of reducing greenhouse gas emissions, energy efficiency and the promotion of renewable energies. The municipality of Mamer is thus contributing to national efforts to combat climate change and implement the Integrated National Energy and Climate Plan.

The new axes of the climate pact 2.0:

Based on the experience gathered and taking into account the objectives of the Integrated National Energy and Climate Plan (PNEC), three areas of development have been identified and determined:

  • Quantification using centralised indicators
  • Improving the working environment for local authorities
  • Greater involvement of citizens, businesses and other local players.

The Climate Pact is supported by the Ministry for the Environment, Climate and Sustainable Development, which has appointed Klima-Agence, the energy and climate skills centre, to manage the project and provide technical assistance. Klima-Agence is therefore acting as the main contact and will be responsible for most of the steps involved.

Assessment scheme:

Four levels of certification are now possible: 40%, 50%, 65%* and 75%.

Thematic certifications, such as circular economy, adaptation to climate change and air quality, enable local authorities to specialise and obtain additional subsidies.

The first Audit for the municipality of Mamer took place in early 2023.

The climate team:

The climate team is led by a climate advisor, meeting at regular intervals. The Mamer climate team is responsible for cross-cutting reflection on energy, climate and environmental issues and is made up of political representatives, committee members, a representative of the environment, energy and mobility department, representatives of local businesses and citizens.

Measures:

Thanks to a catalogue of 64 measures, local authorities can be guided effectively towards a sustainable policy in the fields of energy, the fight against climate change and mobility. The measures in the European Energy Award (eea) catalogue will continue to evolve. Firstly, adjustments have been made following the evaluation of the first phase. Secondly, additional themes such as governance, the circular economy and adaptation to climate change have been added to the catalogue.

The catalogue is structured into 6 main categories:

  • Spatial development planning
  • Local authority buildings
  • Supply and management of resources
  • Mobility
  • Internal organisation
  • Communication and cooperation
